Systems Buildings & Key Partners
The Office Hartford Office for Youth Services (HOYS) has developed partnerships that will be critical to overall systems reform in Hartford. Systems reforms include:
Hartford Public Schools – HOYS partners with Hartford Public Schools around coordination of after-school and summer programming planning. The office also partners with Hartford Public Schools on the development and implementation of Community Schools. Community Schools are both a set of partnerships and places where services, supports, and opportunities lead to improved student learning, stronger families, and healthier communities. |
Hartford Police – HOYS has strong communication with the Hartford Police Department in order to effectively respond to violence affecting youth. The Departments partner on the Peacebuilders initiative, a street intervention program aimed at youth involved in gun violence and on the Youth Police Initiative, a project that builds communication and understanding between police and the youth in the neighborhoods they work in. |
Metro Hartford Information Services (MHIS) – HOYS works closely with MHIS for technology systems building. Hartford Connects II, powered by Efforts to Outcomes, is a web-based data management program being used by all HOYS funded youth programs, and major city youth systems such as the Boys and Girls Club and Community Schools. HOYS is working with MHIS as well as the Mayor’s Office for Young Children and the Department of Health and Human Services, to roll out the use of Hartford Connects II system to track youth outcomes on a city-wide basis. |
Hartford Health and Human Services Department – HOYS works with the Health and Human Services Department to collaborate on providing enrichment and recreation services to city youth. This has included joint funding of youth programs, sharing of curricula and the provision of training and professional development opportunities for youth development staff. HOYS is also supporting the Health and Human Services Department as it implements the use of Hartford Connects II as its data management system. |
Mayor’s Office for Young Children – HOYS partners with the Mayor’s Office for Young Children to provide a transition in services between the age groups served by the two offices (Birth – 8 and 9-24). The offices share training opportunities, curricula and additional resources that support the work of both the offices. HOYS is also supporting the Mayor’s Office for Young Children as it implements the use of Hartford Connects II as its data management system. |
Capital Workforce Partners (CWP) - The Office partners with CWP as the “resident experts” in youth workforce investment programming. These programs work with a range of youth, both those who are in school and those who are out of school and at increased risk for involvement in negative activities. Youth develop career skills and competencies by gaining early workforce exposure through various summer employment experiences and year round internships. |
Department of Children and Families and Court Support Services Division - HOYS partners with these two state agencies to support youth at risk of entering the juvenile justice system. One of these programs is the Juvenile Review Board (JRB), a diversionary mechanism for a first time offender that uses a model of Balanced and Restorative Justice (BARJ) as an alternative to involvement in the court system. |
Capital Area Substance Abuse Council (CASAC) – CASAC is a partner with the Office for Youth Services in the prevention of substance abuse. HOYS acts as the local prevention council and together with community partners, conducts educational and advocacy events to promote and cultivate a culture of substance use avoidance in the City Of Hartford.
