HOYS Results Based Accountability Framework
The Hartford Office for Youth Service (HOYS) has adopted as a work model the Results Based Accountability Framework (RBA) to define and implement the work of the office. This design focuses on results based on a number of indicators to measure change at a program level and population level . This approach to change has been adopted widely to improve qualitiy of life in communities, cities, counties, states governments as well as the private sector.
Youth Intervention — Our Youth Intervention efforts are city-wide systemic initiatives to divert youth from the justice system and involvement in gun violence. These programs provide specific supports and services for youth at significant risk to put them back on track for success in education and employment. These initiatives are focused on a four part strategy: 1) to reduce the incidence of individual and group violence on the streets; 2) to link youth who are immersed in a lifestyle of violence to resources and supports necessary to lead them to a more productive outcome; and 3) to create a culture change in Hartford in the way youth, community members and professionals view and respond to incidents of violence; and 4) to increase opportunities for workforce skills development through youth employment.

Youth Development - Our youth development efforts include systemic initiatives that focus on programs for in-school youth to ensure academic success and engagement in school and community. The focus of this work is to improving the quality of the out of school time services and resources available to youth and their families through the implementation of a range of educational, enrichment, cultural, work preparedness and recreational programs.

Accountability & Capacity Building - The Hartford Office for Youth Services is committed to strengthening the accountability, coordination and responsiveness of the youth services system in Hartford. We fulfill this goal through a range of professional training and technical assistance opportunities aimed at front line workers, middle managers, and executive directors. These include conferences, professional training series and stand-alone trainings on topics identified by the provider community. HOYS also uses a web-based data management system called Hartford Connects II powered by Efforts to Outcomes, to track information on all programs and initiatives funded through the office.
